When disaggregated by race the data show that 9.8% of white San Antonians live below poverty, compared to 25% of Black San Antonians and nearly 22% of Hispanic San Antonians. SA2020's data by race requires an understanding of historic and systemic racial inequity. The demographic categories reported on SA2020's data dashboards are consistent with the sources referenced. The Census Bureau issues preliminary poverty thresholds in January, and final poverty thresholds in September of the year after the year for which poverty is measured. The poverty thresholds are adjusted to the price level of the year for which poverty is measured. The poverty threshold is utilized for statistical purposes to calculate the number of people in poverty. Poverty guidelines are issued by the Department of Health and Human Services and are used for administrative purposes to determine financial eligibility for certain programs. In 2019, poverty guidelines were as follows: a household of one making less than $12,060 and a household of four making less than $24,600.
